[..."When our government came to office, I quite honestly think we didn’t fully understand the depth of the problem of backlogs in our system. We found out that there were 840,000 people waiting in our immigration system for an answer on their application.  Why did that happen? Very simply because for years, the previous government, I’m not trying to be partisan about this, this is objectively true and a policy mistake was made, I’m sure in good faith. I don’t think they made this mistake in malice or deliberately but they didn’t correct it. And the mistake was simply this: they created a system that ignored the fact that, around the world, there’s an infinite number of people who want to come to Canada obviously.But there’s obviously a finite number of people that we can accept in a given year because we want to ensure that they integrate. So we had a system with no control, no limit on the number of new applications that would come into our system.  So here’s what happened. Year after year after year, we were accepting 400,000 to 500,000 applications for immigration to Canada, but admitting on average about 220,000. It’s a very simple analogy I use. We were selling twice as many tickets for the plane to Canada as there were seats available.And so every year, a couple of hundred thousand people ended up in the waiting room with their tickets and then the next year, they’d be joined by another couple of hundred thousands, and before you know it, by 2006, there’s nearly 900,000 people in the waiting room who have their tickets, have, that is to say, they made an application for immigration with an expectation of a decision but there were only 220 to 240,000 seats on the plane. It was a massive mistake. It is one I regret was made.We have made real efforts to correct that legacy problem that we inherited. In 2008, we passed an amendment to the Immigration Act finally to control the number of new applications coming into the system to rationalize this so that we weren’t selling fewer tickets for seats, than were seats on the plane. So we could bring o to the plane some of the people that had been waiting and start clearing the backlog. We’ve had some success. As a result of the Action Plan for Faster Immigration, we’ve managed to reduce the old backlog in our skilled worker program by about 50 per cent. That’s the good news.But, again, this is all about good news and bad news. The bad news is that there’s still a huge backlog left and in fact, 460,000 waiting in that program. Now friends, we could do one of two things. We could continue to keep those people waiting, meaning our system is grindingly slow, taking us eight years to get people an answer, meaning that it would take years, almost the end of this decade before we could finally get to that fast just in time system that we need so that we can link people up with jobs or we could make a tough decision, which is what we were elected to do, was to make tough decisions in the best interests of the Canadian economy.And so the tough decision we made was to take decisive action to reduce that backlog so that within a year or two, we will have that just in time immigration system. That’s why we announced in the budget that we’re bringing forward legislation to authorize us to return applications representing some 280,000 people in the skilled worker backlog.  We are returning the application fees that people sent to us and we are inviting them to reapply, if they still want to come to Canada, under our new and more flexible immigration programs. By doing this, by 2014, 18 months from now, Canada will finally have a just in time immigration system where we will be able to process applications that we get within a matter of months and bring new applicants to Canada on a, on a just in time basis.And this means that new applicants in our new system who have a job lined up will go to the front of the queue and will be admitted to Canada within just a few months of their application, helping to guarantee their success...]

[..."Cuando nuestro gobierno inició, honestamente pienso que no habiamos entendido la profundidad del problema de las aplicaciones pendientes (backlogs) en nuestro sistema. Encontramos que había 840,000 personas  en nuesto sistema de inmigración esperando una respuesta para su aplicación. ¿Por qué pasó eso? Muy sencillo, porque durante años los anteriores gobiernos, no estoy tratando de ser partidista al respecto, esto es objetivamente la verdad y un error de política que se hizo, estoy seguro de buena fé. Yo no creo que este error se hizo maliciosamente o deliberadamente, pero ellos no lo corrigieron. Y el error fue simplemente este: ellos crearon un sistema que ignoró el hecho de que alrededor del mundo hay un número infinito de personas que obviamente quiere venir a Canadá.  Pero obviamente hay un número finito de gente que puede ser aceptada en un determinado año, porque nosotros queremos asegurar que se van a integrar. Entonces teníamos un sistema sin control, sin límite en el número de aplicaciones que llegarían a nuestro sistema. Entonces esto es lo que pasó. Año tras año, tras año, estuvimos aceptando 400,000 a 500,000 aplicaciones para inmigración a Canadá  pero admitiendo en promedio 220,000. Esta es una muy simple analogía que uso. Eso fue un grandísimo error. Es uno de los que lamento se haya hecho. Nosotros hemos hecho esfuerzos para corregir ese problema heredado. En 2008 pasamos una enmienda a la Ley de Inmigración para controlar finalmente el número de nuevas aplicaciones llegando al sistema, para racionalizar esto y que no vendieramos unos cuantos boletos de los asientos disponibles en el avión, y así entonces poder traer algunas de las personas que habían estado esperando y empezar a limpiar las aplicaciones pendientes. Hemos tenido algo de éxito. Como resultado del Plan de Acción para una mas Rápida Inmigración, hemos gestionado para reducir el viejo backlog (aplicaciones pendientes) en el programa de trabajador calificado (skilled worker) casi un 50%. Esa es la buena noticia. Pero otra vez, todo esto es acerca de buenas y malas noticias. La mala noticia es que aún queda un enorme backlog y de hecho 460,000 estan esperando, es decir  nuestro sistema es abrumadoramente lento, tomándonos 8 años para darle respuesta a la gente, lo que significa que tomaría años, casi para finales de esta década antes de que pudieramos finalmente tener ese rápido y justo a tiempo sistema que necesitamos para vincular a la gente con los trabajos o podriamos hacer una difícil decisión, la cual es la que hemos elegido hacer, y ha sido tomar la decisiva acción de reducir el backlog de tal forma que en un año o dos tendremos ese sistema justo a tiempo de inmigración. Por eso es que hemos anunciado en nuestro presupuesto que presentaremos ante la legislación que nos autoricen a regresar aplicaciones que representan 280,000 personas en el backog de trabajadores calificados. Estaremos regresando el pago del trámite que la gente nos envió y estaremos invitándolos a reaplicar si es que ellos siguen interesados en venir a Canadá, bajo nuestros nuevos y mas flexibles programas de inmigración. Al hacer esto para el año 2014, es decir 18 meses a partir de ahora, Canadá finalmente tendrá un sistema de inmigración justo a tiempo, donde seremos capaces de procesar aplicaciones que recibamos en materia de meses y traer nuevos aplicantes a  Canadá con una base justo a tiempo. Y esto significa que nuevos aplicantes en nuestro sistema quienes tienen un trabajo esperándolos serán pasados al frente de la fila y serán admitidos a Canadá en tan solo algunos meses posteriores a su aplicación ayudando a garantizarles su éxito...]"
